He is defying the SC ruling to remove the wire for now.
Abbot was a Trump endorsement; I myself voted for someone else in the GOP primary because Abbot fellates Israel and is a WEF attendee. Paxton was endorsed by Trump and actually files lawsuits some of which he has won over the last couple years against this blatantly statist administration.

It can get below freezing for a time every few years. We had statewide cold spell around Jan 15. Even the coastal areas were in the 20s for a few hours.
In '81 and '82 or so, I remember it being in the teens at night and 20s in the day for an entire week two winters a row and then the weather was milder. The shallow bays froze along the coast enough to cause a fish kill. So it can happen. We also go snow all the way to Brownsville in Christmas Day 2004 and it snowed in early December 2017. But it's global warming of course.
I used not to believe in global warming, but lately we have been having rather strange weather patterns, to be honest. Like it's quite warm in winters, though we do have a freezing spell now and then, but summers are the worst. We've had temps close to +40*C and most people here don't have air-conditioning installed. I HATE it when it's so warm. And then it's raining too much, more than usual. So I don't know any more. I guess climate is changing after all.
I suspect it's going to end up being political theater/distraction, but I'm hoping it is the beginning of a serious turn on the border.
Abbott in India is beyond the pale, but not surprising. American pols on both the right and left are all in on immigration as a way to help corporations keep costs low and profits high. It's only the mode of entry that's up for debate.
In Europe we used to have anti-immigration parties and they were called "extreme right". But now, the more mainstream conservative-leaning parties are starting to use the same tactics. They are not "against immigration" but only against "illegal immigration", you see. Unfortunately, too many people still fall into this trap...
