Well, I guess you can't have both a high TFR and female emancipation, and since we are a very enlightened culture, we choose extinction with open eyes.
Girls education has long been the "best weapon against overpopulation*", because it has been known for decades that the more educated women are, the less children they have. So they push western education to third world countries.

Another thing is this, that they both want you to have sex. They really wantwantwant that everybody is shagging around. And simultaneously you must not have kids. Also, practicing birth control with the good old "aspirin between your knees" -method is wrong, wrong, wrongity wrong. Because shag you must.
