Who said praying isn't a work of faith? As far as I know Jesus was more of a man talking to his Father than taking radical action (minus purging the temple, sending the swine in to death comes to mind)
Not going too deeply into theology, the lady probably hinted at the type of Christians who would complain about things in real life but never so much as lift a finger to change it. Prayer is good and necessary, of course, but the Scriptures are full of do's and don't's which is seldom even discussed in modern churches, unfortunately.
