She often did, at home. Have you seen "Equal Rights"? Where Fred says now you have your equality and can wear pants/ And then they all go to a restaurant and let girls pays for themselves:)
They had to do the dishes in the restaurant kitchen, did they not?
I must say that pants are more convenient when you are hiking in messy finnish forests or skiing, but obviously Lucy did no such things so for her pants were propably just a fashion statement.
There is one episode where Lucy needs Ethel to take her somewhere quickly, but Ethel who is wearing jeans says she needs to change first since she never would dream of going to town in her blue jeans.

Yes, they did:) I think Lucy wore them as a convenience since she nearly always changed as she went outside, except for sports, hiking etc.
