It's complicated:) But in a nutshell, the gov-t has a plan to reduce CO2 and nitrogen emissions "to combat climate change", which could lead to farms becoming bankrupt; but if they don't comply, the gov-t is threatening them with eviction and loss of land and property, with small compensation. Farmers disagree. Opposition says the gov-t wants to grab land to build more houses for immigrants...
It's astonishing the things -mostly irrational policies- western governments employ in the name of environmentalism while ignoring that most environmental damage is being wrought in India and China.
